Chattanooga Firm 'Probably' Will Bid on Knoxville Police Cruisers July 27 By TIM FRANKLIN News-Sentinel Staff Writer A Chattanooga Ford dealer is apparently going to try it one more time. Following an order of Mayor Randy Tyree Friday to open new bids on 20 police cruisers the city is buying, officials at Forrest Cate Ford in Chattanooga say they will "probably place a bid" when bids are taken again at 11 a.m.

July 27. When Cate Ford fleet manager Bob Lee attempted to learn the specifics on bids for the cars earlier this week, Chief of Police Bill Fox told him to "forget about it." So the firm decided not to make bid Thursday. Due to The News-Sentinel's report Friday that Fox apparently had personally intervened in the bidding procedure, Mayor Tyree said new bids will be taken for the cruisers. He said, however, Fox told him he "won't see a whole lot of difference in the bid itself." He also said there was a "misundesanding" between Fox and Lee concerning delivery time. To get the cars quickly, the bid specifications sent to dealers by the city's purchasing office called for a 30- day delivery.

Garner-Sams Ford in Clinton was the only area dealer polled by The News-Sentinel who could get the cruisers to the city in that time frame. Clinton firm bid on 20 cruisers at $6484.78 each. The only other bidder, Beaty Chevrolet, bid on two cruisers at $6716 each. Not only could none of the other dealers meet the time limit, since they did not have any cruisers in stock ready to deliver, but equipment specifications for the cruisers were written so tightly that the Ford LTD II was the only -made car that could meet the requirements. The Knox County Purchasing Department this week sent out virtually the same bid specifications for 12 cruisers they will buy later this month.

But Brian Sturgill, director of planning, training and research, said any dealer can bid on the cars. He said that at least two dealers capable of supplying the LTDs are on the bid list. County specifications call for delivery of the cruisers 10 days after the cars are sold to the county. Jim Galven, general field manager of Ford Motor Louisville, district office, said sometimes smaller dealers, like Garner-Sams, stock police cruisers on their lots. He said it is more common for a dealer to stock cruisers this time of year because the new fiscal year begins every July 1.

Many municipalities are budgeted for new police cars then, he said. Although one local dealer here said Chevrolet requires dealer -proof that the police cars ordered from the factory have been sold, Galven said Ford has no such policy. "If we get an order signed by the dealer we will fill it," he said. Another dealer said he didn't think any dealers would have had as many as 50 cars on the lot without a buyer already lined up. "Do you think a small dealer would invest half a million dollars in police cruisers without knowing whether or not he could sell the dealer said.

Fox said the 30-day time limit on delivery of the cruisers was included in the specifications because the department is "hurting badly" for the cars. He added, "Waiting six months to get a cruiser is a bunch of baloney." The department had to wait six months for a dealer to get the last set of cruisers it bought in January.
